How Old Do You Have to Be to Get a CDL? A Massachusetts CDL Trainer Explains Every Age Rule

Age is one of the first questions candidates ask me at CMSC Parker. Some are eighteen and ready to start a commercial driving career right after high school. Some are in their twenties wondering if they missed a window. Some are parents calling on behalf of teenagers.

The answer has two layers: federal rules and state rules. Both matter, and understanding where they differ can change your career timeline significantly.

The Federal Age Framework for CDL Licensing

The Federal Motor Carrier Safety Administration establishes CDL age requirements under 49 CFR Part 383. The framework distinguishes between two types of commercial driving, and the distinction changes the minimum age you need.

Intrastate commercial driving means operating a commercial motor vehicle entirely within one state. For Massachusetts candidates, this means driving commercially without crossing state lines.

Interstate commercial driving means crossing state lines for commercial purposes. Most long-haul, over the road, and regional freight routes are interstate.

The federal minimum ages are:

  • Intrastate CDL: Minimum 18 years old
  • Interstate CDL: Minimum 21 years old

These rules apply equally to Class A and Class B CDL classifications. A candidate who is 18 can earn a Class B or Class A CDL and begin working commercially in Massachusetts. The interstate restriction applies automatically and lifts at 21 with no additional testing, no paperwork, and no separate application to the RMV.

What This Means Practically for Massachusetts Candidates

If you are 18, 19, or 20 years old, you can enroll in CDL training at CMSC Parker, complete the program, pass the CDL skills test, and receive a Massachusetts Class B or Class A CDL. From that point, you can legally begin working in intrastate commercial driving positions across Massachusetts immediately.

Positions available to under-21 CDL holders in Massachusetts include:

  • Local delivery truck routes within the state
  • MBTA bus operator positions and regional transit routes
  • Dump truck work for construction contractors on Massachusetts job sites
  • Refuse and recycling collection for municipalities
  • Municipal fleet driving for city and town public works departments

What you cannot do before turning 21 is operate commercially across state lines. That restriction is automatic and does not require removal. The moment you turn 21, your existing CDL becomes interstate-eligible. You do not retake any tests or file any paperwork.

The DRIVE-Safe Act: What It Adds for Young Drivers

The DRIVE-Safe Act is a federal pilot program that has allowed limited interstate commercial driving for candidates aged 18 to 20 under enhanced conditions. Participating carriers must have specific safety technology in their vehicles, and young drivers in the program operate under additional federal oversight requirements during a supervised period.

As of 2026, the DRIVE-Safe Act remains a pilot program rather than a universal rule change. Full interstate commercial driving authorization for drivers under 21 still requires reaching age 21 under standard federal regulations. The pilot expands specific opportunities at enrolled carriers, but it does not eliminate the 21-year interstate threshold broadly.

For most Massachusetts candidates under 21, the practical path is to earn the CDL, start working intrastate, and access interstate routes automatically when they turn 21.

Age Requirements for CDL Endorsements

The same intrastate and interstate distinction applies to endorsements, but certain endorsements carry additional considerations beyond age.

Hazardous Materials (H): Requires a TSA security threat assessment and background check in addition to the written test. Younger candidates should be aware that the TSA background check has its own eligibility criteria separate from CDL age requirements.

School Bus (S): Most Massachusetts school districts and transportation contractors set internal minimum age requirements for school bus drivers that may exceed federal CDL minimums. Contact specific employers if school bus driving is your goal.

Passenger (P): No additional age requirements beyond the standard CDL thresholds.

What You Need Beyond Age

Meeting the minimum age is only the starting point. Massachusetts CDL licensing also requires:

Valid Massachusetts driver’s license in good standing: Active and unrestricted before applying to any training program.

DOT physical examination: A certified DOT medical examiner checks vision, hearing, blood pressure, and cardiovascular health under 49 CFR Part 391. The Medical Examiner’s Certificate is required before the RMV issues a Commercial Learner’s Permit. Complete this step first.

General Knowledge written test at the Massachusetts RMV: Required for all CDL applicants. I recommend taking the Air Brakes written test at the same appointment. If you skip it, an air brakes restriction appears on your CDL that limits your available positions. Clearing it at the first RMV visit costs nothing extra and protects your career options from the start.

Commercial Learner’s Permit with 14-day hold: Federal law requires holding the CLP for a minimum of 14 days before the skills test can be scheduled.

ELDT-compliant training from an FMCSA-registered provider: Since February 7, 2022, all first-time CDL applicants must complete Entry Level Driver Training from a school on the FMCSA Training Provider Registry. CMSC Parker holds full registration for both Class B and Class A programs.

Can an 18-Year-Old Enroll at CMSC Parker?

Yes. CMSC Parker accepts candidates who are 18 years or older and meet all other eligibility requirements. An 18-year-old candidate who completes our Class B or Class A program, passes the skills test, and receives their Massachusetts CDL can begin working in intrastate commercial driving immediately.

When that candidate turns 21, interstate driving authorization activates automatically. No retest, no new application, no additional fee.

The Job Market for Young CDL Holders

The American Trucking Associations projects a national CDL driver shortage of 82,000 in 2026, rising to 160,000 by 2031. The average CDL driver in the US is now 57 years old. Retirements are outpacing new entrants at roughly two to one.

For young people entering commercial driving now, that age gap in the existing workforce creates genuine long-term career opportunity. Candidates who earn their CDL at 18 or 19 build seniority and real operational experience during a period of sustained driver demand across every commercial driving sector.

Can a 17-year-old get a CDL in Massachusetts?

 No. The federal minimum age for CDL licensing is 18 for intrastate commercial driving. Massachusetts follows this federal baseline. No state can set a lower minimum age than the federal standard.

Does age affect which CDL class I can get?
